The use of mobile devices has shown continuous growth and in 2018, according to Statista, 48,2% of all internet traffic was via mobile devices. With this significant number of mobile device usage, when a Portuguese Public Administration service creates a mobile application to make its services available, it should take into account the usability of the application to ensure easy and universal access to the application, as well as the public services it makes available, thereby allowing its adoption by citizens and businesses.
In our research, we found that most usability standards currently available are highly focused on desktop usage e do not explore specificities of mobile devices. For that reason, we consider it relevant to create the Guide of Usability best practices for mobile applications in which we present what we consider to be best practices when developing mobile applications, as a complement to the Usability Best Practices already presented in usabilidade.gov.pt.
