One of TicAPP's strategic objectives involves developing, training and disseminating best practices and digital competencies in public services. Aligned with this objective we intend to gather and divulge best practices when implementing digital solutions, developed by both TicAPP and other entities in public administration.
The Strategy for Digital Transformation of Public Administration until 2020 condenses the Government's vision on use of Information and Comunication Technologies in Public Administration between 2017 and 2020, período de 2017 a 2020, encompassing common initatives across Government Administration and specifica initatives of each government area.
The National Digital Interoperability Regulation (RNID) defines the technical specifications and digital formats, abreviated as technical specifications, to adopted by Public Administration.
The objective of the Strategy for the Optimisation of Data Centers and Cloud Computing in Public Administration is to promote the sharing of TIC capabilities available in Public Administration by all Public Administrations, and the use of private initatives, namely cloud computing services, whenever it is deemed economically advantageous, safegaurding technical and safety issues.
The document on the Architecture of Networks and Information Systems aims to support the applications to the Sistema de Apoio à Modernização e Capacitação da Administração Pública (SAMA2020), defining the technical requirements that the potential solutions should adopt.
Public Administration has interoperability tool called iAP (interoperabilidade na administração pública) and essencially comprises of 3 macro services:
- Integration platform - Allows the integration of the information systems of the adherent entities through a service-oriented architecture, addressing the technical and semantic components of interoperability;
- Public administration payment platform - Provides PA information systems with multiple payment methods for different service channels, with integrated management, control and monitoring;
- Public adminisitration SMS ateway - Allows the sending and receiving of SMS between public administration and citizens, supporting transactional services (RELEITORAL e SMSREBOQUE) and information services such as e-agenda notiifications for citizens.

Autenticação.Gov from the need to unambiguously identify a user entering websites. This solution provides the authenticaion process and the provision the user atributes rqueired by each entity in order to perform user identification. The use of the Citizen Card and the Mobile Digital Key, as as a mechanims of authentication and and identification through the Authentication Provider is a good practice.
Usability consists of a set of methods designed to maximize ease of use, in this case a portal or web page. Accessibility are a set of guidelines used in the conception and construction of pages on the internet, so that they may ba accessed by everyone, independent of whether they have a disability or not. In usabilidade.gov.pt and acessibilidade.gov.pt you may find best practices, code, design, open templates and validation tools that you may download and use as a basis implementations.
